2、制建立的重點和難點,研究以官廳水庫流域上游的河北省張家口市部分地區(qū)和下游的北京為例,初步探討了流域水資源生態(tài)補償標準,目的是將張家口地區(qū)為保持官廳水庫水資源的質量所做的貢獻用貨幣的形式加以量化。研究應用影子工程法、市場價值法等環(huán)境經(jīng)濟學的方法,計算了流域生態(tài)補償標準中包含的上游地區(qū)在控制農業(yè)面源污染、林地的建設與維護、污水處理廠運行等方面的投入,研究了上游地區(qū)林地發(fā)揮的涵養(yǎng)水源、減少水庫泥沙淤泥等生態(tài)服務的價值,得出了流域下游的北京市應承擔的生態(tài)補償費用,即官廳水庫下游的北京市應每年支付59億元給上游的張家口市,可以增加穩(wěn)定優(yōu)質
