4、inancialinstability,andhighdebtburdensonourtraderelationships.Inordertoprotectworkers’rights,tradeagreementsmustincludeenforceableobligationstorespectthecorelaborrightsoftheInternationalLaborOrganization(ILO)–freedomofassociation,therighttoorganizeandbargaincollective

5、ly,andprohibitionsonchildlabor,forcedlabor,anddiscrimination–intheircoretextandonparitywithotherprovisionsintheagreement.Tradepolicymustprotectourgovernment’sabilitytoregulateinthepublicinterest;touseprocurementdollarstocreategoodjobsathome,promoteeconomicdevelopmenta

6、ndachieveotherlegitimatesocialgoals;andtoprovidehigh-qualitypublicservices.Finally,webelievethatAmericanworkersmustbeabletoparticipatemeaningfullyinthedecisionsourgovernmentmakesontrade,basedonaprocessthatisopen,democratic,andfair.InprominentcasesinwhichtheUnitedState

7、shasconcludedacomprehensive“freetradeagreement”withanothercountry,theimpactonourtradebalancehasbeennegative,despitepromisestothecontrary.TheNorthAmericanFreeTradeAgreement(NAFTA),forexample,isestimatedtohavecosttheU.S.morethanonemillionjobs,allowedviolationsofcorelabo
