2、發(fā)的《關于調(diào)整建筑安裝工程費用項目組成的若干規(guī)定》精神，在我部水規(guī)(1991)43號文及水建(1994)284號文基礎上修訂的。它是編制和審批水利水電工程可行性研究投資估算和初步設計概算的依據(jù)，也是編制工程標底的指導性標準。　　二、本標準適用于中央投資或地方投資中央補助的大型水利水電工程?！　∪?、本標準的管理和解釋單位為水利部建設司?！　∷摹⒏魇?、自治區(qū)、直轄市水利(水電)廳(局)，可參照本標準，另行制訂適合本地區(qū)中小型水利水電工程的費用標準。第二章　費用構成　　一、水利水電工程建設項目費用，由建筑工程費、安裝工程費、設備費、臨時工程費、其
